From September 15th 2026, digital compliance with the reporting and information obligation (MO) will become mandatory. This means that the required information regarding the transport and the goods must be submitted electronically to Norwegian Customs before, or at the latest upon, crossing the border.
The new requirements represent a significant change to current working processes for carriers and freight forwarders. For each relevant transport/shipment, the necessary transport and goods information must be registered, verified and correctly linked prior to crossing the border. This also places increased requirements on the quality and timely submission of information we receive from our customers and partners.
To comply with the new regulatory requirements, we have had to adapt our systems and establish new administrative and operational processes.
From September 15th 2026, NTEX will therefore introduce a Digitoll/MO fee of 
£15 per shipment.
The fee covers the additional administrative work and system costs associated with processing, verifying, submitting and following up the new digital reporting and information requirements.
Manual processing due to late submission of information or incomplete documentation will incur an additional fee of £25 per shipment.
What does this mean for you as a customer? 
To ensure efficient transport and avoid delays at the border, it is important that we receive complete and accurate shipment information within our specified deadlines.
Missing or incorrect information may prevent the transport from being correctly processed in Digitoll prior to the border crossing and may consequently result in delays and additional costs.

The rapidly increasing oil costs affect our costs for transport both by road and sea within Europe.
• For the customers who are currently covered by our general surcharges Fuel/Currency and BAF/SECA. We will revert to monthly updates from 2026-06-01.
• For our other customers, we have introduced a BAF Emergency which will be carried out on an monthly basis as from 2026-06-01. The current surcharge for September is 26.65%, and is continuously adjusted depending on the development of the diesel price.
• For our domestic transports in Sweden, we have updated our Fuel Surcharge. As of 1 June 2026, the surcharge will be adjusted monthly and will apply to all customers within NTEX Domestic.
The adjustments will apply until further notice and are based on the continued developments in the Middle East and its impact on the fuel market. We are closely monitoring the current situation and follow the developments continuously.
